Hours before the brutal mu**rder Monday, Tonantzyn Oris Beltran, 28, had gone with her mom to a Santa Rosa police station to get back her car after it was impounded following an earlier chase, cops said.
She was allowed to leave even though an officer said she was too mentally unstable to drive and she filmed herself waving an open pocket kn**ife, according to the Press Democrat.
